My attention has been drawn to the online report of the Nation newspaper of 7th April 2020. Indeed, several other online publications carried similar stories, alleging that the National Social Investment Programmes as supervised under the Office of the Vice President, were a ‘scam’. Given the gravity and implications of the narrative conveyed, as well as the calibre of persons involved, it has become necessary to clarify the issues in the public domain.<br />
<br />
1. That the National Social Investment Programme has gulped over N2trn since 2016, when the fund was created. Untrue. <br />
<br />
a) Although the total appropriation by the National Assembly from inception for the 4 NSIPs is N1.7trn, the actual funds released for the NSIPs between January 2016 and October 2019 (when the NSIPs were handed over to the Ministry of Humanitarian Affairs, Disaster Management and Social Development), amounted to N619.1bn, constituting 36.4% of the total appropriation from the NASS. <br />
<br />
b) The monies released for the N-SIPs can be further broken down into 14.03% (2016); 35% in 2017; 43.5% in 2018 and 57.8% (as at Sept 2019) of the N500bn in 2016 and N400bn appropriated for the subsequent years. It should be noted that for 2017 to 2020, the sum of N100bn was appropriated specifically for the National Housing Fund hosted by the Federal Ministry of Finance. <br />
<br />
These releases covered operational activities and payments to 13,363,680 beneficiaries across all the 4 NSIPs, all of whom can all be verified either through their BVN numbers or their unique numbers generated by the National Social Register, those identities having been generated for the poorest of the poor who do not own bank accounts for sundry reasons.<br />
<br />
c) As at September 2019, the funds had been expended as follows, on the: Job Creation programme (549,500 N-Power graduates and non-graduates and 7 Technology Hubs); National Home Grown School Feeding Programme (in 33 States, 9,963,762 pupils to 107,862 cooks in 54,952 primary schools); the National Cash Transfer Programme (including the development of the National Social Register by the National Social Safety Net Coordination Office) 1,491,296 poor and vulnerable households comprising 6,056,872 individuals in 33 States and 620,947 cash transfer beneficiaries; and the Government Enterprise and Empowerment Programme (managed by the Bank of Industry); a total of 2,279,380 TraderMoni, MarketMoni and FarmerMoni beneficiaries.<br />
<br />
2. That as part of the conditions for poor and vulnerable beneficiaries to be engaged, they are made to apply online, through the internet and they require a BVN for payment. Untrue.<br />
<br />
a) The National Cash Transfer Programme derives all the cash transfer beneficiaries from a National Social Register, comprising State Social Registers that are developed and hosted by the State Ministries of Panning of each State. The process for objective identification of poor and vulnerable households is as provided in the Financing Agreement signed between Nigeria and the World Bank, for which purpose the World Bank IDA Credit and the recovered funds from the Abacha family are being utilised.<br />
<br />
The process involves a poverty mapping of the LGAs in each State, community mobilization, targeting and identification supported by trained enumerators at State and LGA levels, after which each of the households identified by the communities is visited and data collated, which information includes fields such as the size of household, age, gender, persons with disability (if any), assets, vocation of head of household, educational qualifications (if any), dwelling house conditions, etc.<br />
<br />
Finally, all the data collated is subjected to a proxy means testing formula to determine those who merit the grants and the accompanying training. Even though each State hosts its own information, all of the data is hosted at the National level as the National Social Register. As at March 31st 2020, the NSR comprised 11,045,537 individuals from 2,644,495 households, collated from 35 States, 453 LGAs, 47,698 communities. Each and every beneficiary has a generated unique number and can be tracked.<br />
<br />
b) Furthermore, payment service providers have been selected in an open procurement process to pay the cash beneficiaries at their locations, as many of them reside in communities where there is a dearth of banking infrastructure. Even though the majority of beneficiaries are not financially literate, the National Social Investment Office (NSIO, then under the Office of the Vice President) commenced the pilot exercise of payment of beneficiaries in six States through microfinance banks in September 2019, with a 93% success rate. The exercise was preparatory to full digitization, especially with the impending cashless policy in March 2020.<br />
<br />
c) It is also pertinent to mention that the National Economic Summit Group, (working with Accenture and the Busara Centre for Behavioural Sciences) formed the Policy Intervention Unit for the NSIO.<br />
<br />
Furthermore, in addition to the World Bank’s strict auditing responsibilities, the African Network of Environmental and Economic Justice has provided over 700 monitors across all the LGAs where the NSIP beneficiaries exist. Indeed, the ICPC, EFCC and the DSS were also invited to monitor the process to protect the beneficiaries, after they receive the benefits in the field.<br />
<br />
d) It is only in respect of the Job Creation programme that applications are made online. That particular programme was initiated for youth who consist of graduates and non-graduates, as with JAMB candidates who continue to apply for their own admission, online. Indeed, all the LGAs around the country currently have N-Power beneficiaries serving in sundry capacities.<br />
<br />
The utilization of the BVN for N-Power beneficiary payment is also as a means of identity (since the NIN number can be generated from the BVN) and to facilitate the tracking of payments and further ensure accountability. <br />
<br />
e) The identities of the cash transfer beneficiaries are protected by law (the FOI Act), as the consent of recipients of social grants is a pre-requisite, before disclosure. They can, however, be found and verified through the LGA community facilitators (CTFs) who have been trained to support them by weekly visits to the wards. The names, wards, LGAs, States and phone numbers of the CTFs can be found at <a href="http://n-sip.gov.ng/resource-data/">http://n-sip.gov.ng/resource-data/</a>, as the data collation continues to grow around the country.<br />
<br />
3. The Leadership of the Senate also stated that the NSIP information was not accessible to the National Assembly. UNTRUE <br />
<br />
a) It is, however, on record that all invitations to public hearings and meeting by the NASS were honoured by the myself (as the supervisor of the NSIPs) and the cluster teams, while documents relating to the structure, activities and progress of the NSIPs were routinely shared with them, over the period that the NSIO supervised the NSIPs under the auspices of the Office of the Vice President (OVP). Furthermore, the monthly reports of 3,000 N-Power monitors, spread across the 774 LGAs, are available to both Poverty Alleviation Committees of the NASS.<br />
<br />
b) It should also be noted that the accounting and procurement aspects of the NSIPs were handled by the Ministry of Budget and National Planning on behalf of the NSIO, and not the OVP. All requests for information related thereto were responded to, by that ministry.<br />
<br />
4. It was further asserted, apparently, that because the beneficiaries are not known personally to the NASS members, the National Social Register is a ‘scam’ and needs to be reformed through a process that is ‘more inclusive’ of the NASS.<br />
<br />
Regrettable and dangerous <br />
<br />
a) The NSR comprises persons selected by the communities directly, within the constituencies of each of the NASS members. No person has been imported from one community to the other. They have been identified as very poor by the communities in which they reside and may not necessarily be known by the lawmakers. Verification of their identity and status is possible, as has been for all investigative journalists and monitors, through the CTFs.<br />
<br />
b) It should be noted that Nigeria has signed a Financing Agreement with the World Bank, in which the process of identification of beneficiaries was set out. Any departure from the process, which would place at risk the accessibility to the IDA Credit and the recovered funds from the Abacha family.<br />
<br />
c) The demand for the inclusion of candidates to the NSR from the NASS has been a recurring issue from the inception of the NSIPs. My role and singular focus has simply been to comply with the terms of Agreement and the MoU entered into by the Federal Government of Nigeria, as well as to establish an objective, efficient and transparent process for uplifting the poor out of poverty through structures and mechanisms that are credible and sustainable.<br />
<br />
I have consistently reminded both NASS Committee Chairmen on Poverty Alleviation that there is no social protection programme in the world in which politicians are responsible for selecting the beneficiaries of cash transfers. All successful social protection programmes extract their beneficiaries from an objective community platform, if only to ensure that the poorest of the poor are supported out of poverty in an inclusive community driven and timely manner. The data being collated in each household enables the accurate and scientific measurement and tracking, to assure of analysis and research towards resolving poverty. Since poverty knows no ethnicity, religion or political affiliation, the process must be insulated from influences that are likely to deviate from achieving the desired objective of alleviating abject poverty, rather than be used for patronage or as compensation for loyalty.<br />
<br />
d) The tripartite process for identification of cash transfer beneficiaries is in accordance with similar established best practice the world over, as the communities in which the poor reside know who is most in need.<br />
<br />
The community takes ownership and supports the process, if engaged in the identification of the needy. While not perfect, the process is as near authentic as is possible in the circumstances, as we continue to strive towards improvement.<br />
<br />
Building the State Social Registers has been a painstaking and continuous collaborative effort with huge amount of funds expended in striving to achieve the credibility that would be put to waste, if discarded as suggested. Reform is certainly welcome, but not the ‘reform’ that would introduce influence and partisanship into the NSR, thereby making a mockery of the critical data so far collated around the country.<br />
<br />
5. The NSIPs have been handed over to the Ministry of Humanitarian Affairs since October 2019, but it has become necessary to respond to the unfortunate allegations made at the National Assembly on the 7th of April 2020, which allegations were made in respect of certain aspects of the NSIPs from inception in November 2015 to September 2019. This response is necessary for the purpose of:<br />
<br />
i) Safeguarding the entitlements of the poorest of Nigerian citizens, whose benefits are likely to cease because they are not known or connected to NASS members or any other person of influence;<br />
<br />
ii) Protecting the integrity of the NSR, which development has been a painstaking process over the past 4 years, along with the huge investment and effort expended on data that is critical for development and poverty analysis; and<br />
<br />
iii) Ensuring compliance with the World Bank Financing Agreement signed by Nigeria and the World Bank, as well as the Memorandum of Understanding signed by Nigeria, the Swiss Government and the World Bank, to facilitate the return of the funds recovered from the Abacha family.<br />
<br />
Disregarding the process set out in the F.A would risk the suspension of the utilization of the IDA Credit and the recovered funds for the cash transfer beneficiaries. That balance which is currently over $500m, would be placed at risk. In the current Nigerian situation, we cannot afford to lose such a huge amount of resources that have been provided to support the poorest of the poor out of poverty.<br />
<br />
6. This statement was prepared to set the records straight on certain aspects of the processes, structure and activities of the NSIPs between November 2015 and September 2019 when I supervised the NSIO operations.<br />
<br />
Having handed over the NSIPs in October 2019, I assume no responsibility for the operations thereafter as the ministry is well positioned to handle the NSIPs and take decisions thereupon. Thank you.<br />

The leadership of the National Assembly has faulted the way the Social Investment Programme of the Nigerian Government was being implemented and called for an enabling legislation in line with global best practices.<br />
<br />
President of the Senate, Ahmad Lawan, and the Speaker of the House of Representatives, Femi Gbajabiamila, made their reservations about the scheme at a meeting on Tuesday with Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajia Sadiya Umar Farouq, and top officials of the ministry.<br />
<br />
Lawan and Gbajabiamila made it clear that the Social Investment Programme established in 2016 under the Presidency but which is now under the Ministry of Humanitarian Affairs, needed a reform to make it more efficient and effective.<br />

In his opening remarks, Lawan said the National Assembly was interested in the current Intervention initiatives of the ministry particularly with respect to the disbursement aimed at assuaging the plight of poor Nigerians against COVID-19.<br />

He said, “We feel that we need to work together with you to ensure that there is effectiveness, there is efficiency, that those who are supposed to benefit, benefit directly.<br />
<br />
“I want to tell you that the majority of those who are supposed to benefit have no access to power. They have no access to Internet. They have no bank account, so no BVN.<br />

Governor Yahaya Bello of Kogi State has ordered the suspension of Mr Abdulmumuni Danga, Commissioner for Water Resources in the state, who assaulted and raped a lady over a Facebook post.<br />

In November 2019, she was heavily criticized after owing N-Power beneficiaries for two consecutive months which was later paid but again in February 2020, she once again came under fire for delaying volunteers' stipends which led Nigeria's members of House of Representatives to invite her for questioning.<br />

The current call for her resignation by the volunteers is an offshoot of yet another delay of the volunteers stipend for the month March ended amidst lockdown of business and economic activities across Nigeria as part of government efforts to curtail the spread of the new Coronavirus.<br />

Nigeria government had ordered citizens to stay indoors for the coming weeks amidst growing concerns that hunger may hamper compliance to the order, as government fail to provide palliative measures to ease the effects of the stay at home on the masses.<br />

Former Boko Haram members and their wives who recently surrendered to troops in Niger Republic have arrived Maiduguri, the Borno state capital.<br />
<br />
The former terrorists arrived at Maiduguri airport in a military aircraft in the company of soldiers led by Bamidele Shafa, a major general who is the coordinator of the Federal Government Safe Corridor programme.<br />
<br />
Mr Shafa said, “We have just delivered 25 persons, comprising men, women, and children,” he said.<br />
<br />
He said the ex-Boko Haram members laid down arms and surrendered to the Nigerien government, who contacted the Nigerian government to take them home.<br />
<br />
“So we have brought them home safely and handed them to the Borno State government for onward rehabilitation as part of the Operation Safe Corridor de-radicalization programme,” he said.<br />
<br />
“We are using this opportunity to encourage those that are still in the bush come out because the president of the Federal Republic has given them an open arm to drop their weapons and embrace peace.”<br />
<br />
The Borno State Commissioner of Women Affairs who received returnees said the state government “will provide them with psychosocial support, feed them, clothe them, and give some form of education and skills acquisition<br />

She said a centre had been equipped by the Borno governor, Babagana Zulum, with skills acquisition tools that will enable them to gain skills “before they are reunited with their families.”</div>

Senator Ibrahim Gaidam, sponsor of the bill that seeks to establish an agency for the rehabilitation of repentant Boko Haram members, has said his goal is to reintegrate such persons into mainstream politics in Nigeria.</div>

The lawmaker said this while addressing journalists at a press conference in Abuja on Tuesday.<br />
<br />
Gaidam said, “The agency when established will help rehabilitate and reintegrate the defectors, repentant and forcefully conscripted members of the insurgent group Boko Haram to make them useful members of the society and provide an avenue for reconciliation and promote national security.<br />
<br />
“It will also encourage other members of the group who are still engaged in the insurgency to abandon the group, especially in the face of the military pressure and enable the government to derive insider-information about the insurgency group for greater understanding of the group and its inner workings.<br />
<br />
“It will enable government to use the defectors to fight the unrepentant insurgents. It will help disintegrate the violent and poisonous ideology that the group spreads as the program will allow some repentant defectors or suspect terrorists to express remorse over their actions repent and recant their violent doctrine and in the long run, re-enter mainstream politics, religion and society.<br />
<br />
“The agency would also help to combat future recruitment into the insurgents group. If defectors told their stories and were made more public, their experiences would play a key role in countering Terrorist propaganda, which in turn would lessen the appeal of joining the group.<br />
<br />
“In view of the fact that the Boko Haram insurgency is becoming increasingly aggressive since its inception in 2009, marked by extreme brutality and explicit targeting of civilians, it has become necessary for us to go back to the drawing board and adopt an alternative approach, in addition to the military option which has so far performed significantly well.<br />
<br />
“There is no doubt that many members of the insurgents’ group have defected and many more are willing to repent given a window of opportunity and this is confirmed by many organisations including NGO’s that have unalloyed access to the Boko Haram.<br />

“There is the need for a more strategic and comprehensive approach to entice those members of the group who, after realising the futility of the course they are pursuing have eventually decided to voluntarily lay down their arms and chose the path of peace. The Nigerian National Petroleum Corporation said it has employed 1,050 graduate trainees during the 2019/2020 employment exercise.<br />
<br />
This was disclosed in a statement from the corporation’s Managing Director, Mele Kyari.<br />
<br />
Kyari said the Human Resources Division of the NNPC has since commenced the issuance of provisional offers of employment to the 1,050 fresh employees.<br />

Election results announced so far by the Independent National Electoral Commission in the Kogi West senatorial rerun election show that PDP’s Dino Melaye is poised to lose his seat in the Senate to his closest rival, Smart Adeyemi of the APC.<br />
<br />
Of the seven local government areas in the senatorial district, five have been announced.<br />
<br />
Of the five local government results announced, Mr Adeyemi has polled a total of 52,389 while Mr Melaye trails with 37,856.<br />
<br />
The former won in all of Kaba Bunnu, Kogi Koton Karfe, Mopa Muro and Ijumu. Mr Melaye, however, scooped the highest votes in one LGA, Yagba East LGA.<br />
<br />
Messrs Adeyemo and Delays are both from Ijumu<br />
<br />
With the sail in Mr Adeyemi’s favour, Mr Melaye needs to cover up for the deficit of 14,533 votes in the two remaining local government areas that are yet to be announced by INEC.<br />

These local government areas are Yabgba West and Lokoja LGAs.<br />
<br />
The elections in Kogi West, like in a large part of the state, was characterized by violence.<br />
<br />

The Nigerian National Petroleum Corporation (NNPC) says it will begin<br />
full rehabilitation of the nations three refineries by January 2020.<br />

The nation’s refineries are located in Port Harcourt, Warri and Kaduna.<br />

The Group Managing Director (GMD) Malam Mele Kyari disclosed this on Saturday in Port Harcourt during a facility tour to the Port Harcourt refinery.<br />

Kyari in a statement said, “We will stick to time, we will deliver this project by 2022. We will commence actual rehabilitation work in<br />
January.<br />

“We will do everything possible between October and December to closeout all necessary conditions for us to deliver on that project.<br />

the government of this country, the entire staff of this company and<br />
the contractors, I believe it is doable and we will deliver the project.”<br />

The Economic and Financial Crimes Commission has confirmed readiness to quiz two former governors, who are now serving lawmakers in Nigeria.<br />

Rabiu Musa Kwankwaso (PDP, Kano) and Aliyu Magatakarda Wamakko (PDP, Sokoto) are accused of financial misdemeanor while governors of Kano and Sokoto states respectively.<br />

Nnamdi Kanu, leader of the Indigenous People of Biafra, has said members of the group outside of Nigeria will hunt and hound south-east governors when they visit foreign countries, according to a report by PUNCH.</div>

Nnamdi Kanu, leader of the Indigenous People of Biafra, has asked political leaders representing the Igbos to take the attack of Ike Ekwremadu in Germany as a polite warning.<br />
<br />
Ekwremadu, former Deputy Senate President, was beaten by some angry Igbos, who accused him of selling the rights and entitlement of people from the region to the Fulanis, according to a report by PUNCH.<br />
<br />
Ekweremadu, who confirmed the attack, said he was to give a keynote address along with the President-General of Ohanaeze Ndigbo, Nnia Nwodo, but was attacked by some people l, who identified themselves as Biafra.<br />
<br />
Commenting on the attack, Kanu, who tweeted via his personal Twitter handle @MaziNnamdiKanu on Sunday, described the act as “courageous”, adding that other Igbo leaders should see the attack as a warning.<br />

Asari Dokubo, founder of the Niger Delta People's Volunteer Force has declared his support for the actualization of Biafra while calling on Niger Delta people to return home following threats from Arewa youths.<br />
<br />
His declaration came on the heels of northerners asking herdsmen to leave the South and the suspended implementation of Ruga settlements in parts of Nigeria. <br />
<br />
Dokubo made his position known in a meeting with leaders of Niger Delta states.<br />

He said: "We, the people of the Niger Delta today, resolved to be part and parcel of the actualization the United States of Biafra.<br />
<br />
"What has brought us here today is the dark cloud that is gathering. In 1967, we did not ask for war, war was imposed on us and millions of our people were killed. Our properties were destroyed and so many people until today are carrying the scars of that imposed war. <br />

"Our people have not gone to Kano, Kebbi, Sokoto, Borno to ask that land be forcefully given to us or that our resources should be used to give us properties in the north. <br />

Famous 2016 N-Power volunteers leadership group, G-111 for Permanency has bounced back after nearly six months of moribund with a call on the federal government to hasten effort towards kick starting the proposed N-Power community policing project.<br />
<br />
The outspoken N-Power group welcomed the plan by the Nigeria Governors Forum (NGF) and the National Economic Council (NEC) to extend the services of volunteers to community policing, adding that such decision was a step in the right direction.<br />

Speaking through a statement signed by its National Publicity Secretary, Bolanle Abiodun and sent to CNR Nigeria, the group however urged the federal government to include upward review of volunteers' monthly pay as part of the modalities being developed by the committee set up by the federal government on Community Policing.<br />

They also asked the government to make N-Power community policing an extension of the Nigeria Police Force (NPF) under the Ministry of Interior.<br />
<br />
"We welcome the planned extension of services of N-Power volunteers to community policing. For us in G-111 for Permanency, this development is direct result of our consistent campaign for absorption of volunteers into mainstream government job. We commend the Nigeria Governors Forum and the National Economic Council for their foresight and leadership", the statement read.<br />

They said the government should act fast and guide against creating avenues for politicians to hijack the idea.<br />

"We are however, constrained by experience, to warn the government against creating chances for politicians to hijack this noble idea by using it to settle or pacify anyone, no matter their standing in the society. Our history is replete with examples of how powerful politicians usually hijack government programmes and commercialize what was intended to serve public good at no cost.<br />
<br />
"Similarly, we request that N-Power community policing should be fused into the traditional police institution under the Federal Ministry of Interior with increased salary package. We must not be left at the mercy of state governors", G-111 said.<br />

The group noted that it has pulled out the Coalition of N-Power Permanency Campaign Groups (CNPCG), a coalition it described as over politicised, ineffective and against the ideals on which the G-111 was founded.<br />

Following the reelection of President Muhammadu Buhari for another tenure of office, notorious Mavrodi Mundial Moneybox (MMM), the Ponzi scheme which dashed the hope of over three million Nigerians in 2017, is back.<br />

The new version known as MMM Cooperation promises as much as 50 percent return on any amount invested in it — 20 percent more than what the extinct version offered.<br />

Just like the previous version, participants are to register, invest a particular amount in the form of “providing help” and “get help” with their investment and interest back after 30 days.<br />

The News Agency of Nigeria reports that one of the coordinators who gave his name as Guider Tee on Twitter, said the new MMM is in over 170 countries.<br />

The joint committee of information technology and legal experts has claimed to have incontrovertible evidence about Independent National Electoral Commission (INEC) servers, installed in 36 states and the Federal Capital Territory (FCT), Abuja.<br />
<br />
The groups, Deservation and Pukka Initiative, made the revelation in Yola, Thursday night, showing a document, that detailed how and when INEC server was allegedly installed and put to use.<br />
<br />
Dr. Sani Adamu, who spoke for the two groups, said, "Apart from the incontrovertible facts our IT and legal teams have in their possession, and ready to bring to the attention of the tribunal, I wish to present to you another evidence obtainable by FoI."<br />
<br />
Quoting the INEC chairman, Prof. Yakub Mahmood, Adamu stated the electoral body's chairman had publicly declared that "we are pioneering and deploying in 2019 general elections, a new platform for the electronic Collation and transmission of results of the 2019 elections".<br />
<br />
He, therefore, decried alleged moves by INEC to deny the availability of the server, stressing that the action is grave, just as it is a looming national disaster.<br />
<br />
Countering the electoral umpire's claims, Adamu referred to "INEC's 2017-2021 strategic programme of action document, page 5, serial number 1.4 and key action, titled 'improve ICT operational deployment and utilization, including activities SN 1.4.1 to SN 1.4.57", saying these series of activities "have captured all the essence of the server deployment by INEC".<br />
<br />
He insisted that all of the activities underscored the approval for a server and its subsequent implementation between the first quarter of 2017 and the fourth quarter of 2018.<br />
<br />
"Specifically, based on activities SN 1.4.57 in the strategic programme of action 2017-2021, the INEC leadership have received the approval for the transmission of electronic results to the collation centres.<br />
<br />
"In the same vein, SN 1.4.16 indicates that INEC has received the approval to procure servers for the 36 states and the FCT in the second quarter of 2017 and completed in the second quarter of 2018.<br />
<br />
"For the avoidance of doubt, I wish to tender a copy of the 2017-2021 strategic programme of action document, which dealt with issues of ICT including servers, card readers and the electronic transmission of election results," he claimed.<br />
<br />
He called on all Nigerians to join the campaign for INEC to own up and do the needful. "Because we are in a situation similar to the June 12 of Moshood Abiola," he added.<br />
